Yes Media items (videos, CDs, etc.) can go out on ILL, but only with the
approval of the Media Librarian.

The approval step is there because (since the videos are in closed stacks)
we know what is being used and is likely to be needed later in the
semester. Occasionally saying "no" prevent headaches such as a title X
being on loan for six weeks when Professor Jones, who always shows the
video during week Y of the semester, comes to pick it up the day before class.
(Yes, instructors can put videos on reserve for their screening dates, but
few actually do so.)

Prior to my arrival here, no media items were loaned (to ILL or to
students) so it took awhile to train ILL to stop saying no.
