Public domain footage

I was wondering if there is a source that addresses public domain films
and/or footage. I have a patron putting together an "end of the century"
CD-ROM with her classroom, and would like to know what footage she can and
cannot put into the project (her school is not willing to pay for any
footage).

Is there a print or electronic source out there?
