Obraining public performance rights for a video

Can anyone get me started on the correct procedures for obtaining public
performance rights for a "home use only" video? The video would be shown at a
library with no admission charged.

I assume that the producer would have to be identified, located and contacted,
but what else needs to be done?

I have checked some Web sites dealing with copyright, but they usually focus on
print materials and neglect to mention other media.
