Video Theft

Does anyone out there have any practical suggestions for curtailing video theft
in a public library? The video department I work in is very busy and rather
crowded. We have been experiencing a sudden increase in the number of videos
that are returned to us either severely damaged or altered: often the tape
that is returned to us is not the film that the label says it is. Customers
take the case apart, take the tape out and replace it with another tape -
sometimes a similar film in the same language(we have a very large foreign
langage collection), sometimes someting very off - a basketball game instead of
a musical.

Any suggestions would be apreciated.
