Here are the details of the video I think you want.

Summary: Summary: This program examines the problem of teenage
violence in schools, streets and housing estates in the
depressed peripheries of Paris.

I am not sure where you will get it from in the US. At least you have a
title and producer. Our copy is an off-air broadcast copy. By the
look of it I think that SBS have done an English translation of it
(or parts of it) and Angela Catterns who is now with the ABC in Sydney
then did the narration. So SBS would have some sort of rights to the
English dub section and Antenne 2 have the main rights. You could write
to Antenne 2 I suppose. The special Broadcasting Service in Australia do
a lot of subtitling and dubbs of non-English films and documentaries.

Subject: Video search - French documentary

A history professor has asked me to find a movie for her, but she doesn't
even know the title! She says it's a French documentary, produced in the
last 5 to 10 years. It's about life in an immigrant housing project near
Paris, and the title is something like "On the Other Side of the Tracks."
Does this sound familiar to anyone? If you could just give me the title, it
would be wonderful, but even better if you happen to know the distributor.
