Yes, you should probably contact someone at Paramount in whatever they call
their Non-Theatrical Distibution Dept. I don't have their phone number but
information could help you out. Paramount is located on Melrose Avenue in
Hollywood. It's the 213 area code.

I doubt if the film has been withdrawn from distribution as they recently
(in the last couple of years) released a re-mastered laserdisc of it. It's
possible that there are not 16mm prints available for non-thetrical
distribution but that Paramount may have a 35mm it could rent you through
their regular non-thetrical channels. (We're most likely talking big bucks

As for public domain - not a chance.
