OK one last comment. PUBLIC PERFORMANCE RIGHTS is largely a Red Herring.
most libraries do not need or want them ( some do need them if of course
they are publically screening them our putting them on cable). They are
often included in high end videos, but that does not mean libraries need
it. This two tiered pricing when it exists will have to be between a
distributor and a library but PPV rights usually have little to do with it.
I will add that some of our titles are available with PPV only, but that
is generally BEFORE the title is released in home video and some people
just can't wait
