When I lived in Cincinnati about eight years ago, Hamilton County Public
Library charged a dollar for a two-day video circulation. Because it is a
non-profit institution all of the income was reinvested in more
video titles. According to a friend who worked in the department, they
made so much money they were having a hard time finding ways to spend the
cash fast enough. Since then they have discontinued charging for
circulation.
