Limit video checkouts?

Our library currently sets a limit of two videos per library card (1 cd-rom
per card) with grand total of 10 AV items per library card (this would
include books-on--cassette, music cds and cassettes.) Our collection
now has over 5,000 videos to borrow (not 250 when these limits were placed.)
The books-on-cassette collection probably has 3,000 titles and the music
collection is also quite large. The books-on-cassette collection is the most
used and the shelves look bare so complaints from patrons with "there isn't
anything here to choose" are heard daily. The Library Director is thinking
of changing the number of books-on-cassette to 5 checkouts per card (rather
than 10 per card.) I would appreciate any feedback from public librarians
that do or do not have limits on AV items checked out. If your library does
place limits - what are they?
