copyright & commercials

hi all -

i know we have done copyright ad nauseum, but i have forgotten
what the word is on commercials. i have a faculty who copied
random commercials 20 years ago, and now wants to dupe it from
the original beta to a new vhs copy.

does she have to search out the copyright holders? are they copyright
protected?

all wisdom will be appreciated...
