PCC AV Core Record mailing Part 2 of 3 [Ch. 7 core]

I am posting parts two and three of the Program for Cooperative Cataloging
(PCC) mailing that was recently posted. We can discuss this proposal at
the ALA/VRT meetings in San Antonio next month.

I encourage everyone to have a look at these and provide feedback.
