In British Columbia, we have a perfectly acceptable consortium of 26
post-secondary institutions. We have to have it because our copyright
laws do not provide educational exemptions. We operate on a democratic
system: every institution has 1 vote. If there are enought votes to
buy an item, then a central coordinating body negotiates on everyone's
behalf.
We have also organized a boycott of several Canadian companies because
of their restrictions on use (no lending permitted to other educational
organizations.)
Further, this province has had a lending cooperative that is almost
25 years old. A union database of holdings is created to facilitate that
lending.
Your comments are cruel and unusual about librarians not being able
to reach agreement.
