I just checked the new copyright book from ALA. Here's what it says:
In a question and answer section (p. 48) on off-air taping, the question
is "Can an off-air recording be added to the library collection?" The
answer given is "No, unless it is a copy of a news program." Well, I think
that answer is a little misleading. We have added many off-air tapes to
our collection, but never without the explicit permission of the copyright
