I checked my copies and they have only the usual copywright info/warnings and also that the DVDs are for sale and rental in the USA only. So, evidently it's ok to acquire them for rental in the USA...

Hi Carrie, Myles, and all:
I believe the terms and conditions located at this link apply only to
the Digital Download Store, but do not apply to movies purchased on
physical media...including the Warner Archive films.
Please correct me if I'm missing something in these terms. Thanks,
