In my previous job, I bought from Keystone Learning:
http://www.keystonelearning.com/

I don't recall if they accept POs or not.

I see they do have discs on Vista.

[Videonews] Computer Tutorial Disks

Does anyone know of an educational distributor who sells computer tutorial
disks? I am looking to purchase (using our PO system) tutorials either on
CD or DVD for Windows Vista and for Lenovo Thinkpad X61Tablet PCs for
faculty to be able to borrow and review.

Thanks,
Afua
