[Videolib] Section 108 news (or no news)

Gary asked me to report when I heard anything about Section 108 news.
What I have heard (through Miriam Nisbet and Carrie Russell) is that
even though the 108 study group was to be finished with their report in
April, they will most likely not have it ready until fall sometime. At
that point the Copyright Office will have to assess that and make
recommendations to Congress, who may or may not act on them, so it could
be a while. From what I hear, there was no consensus on changes to be
made, so there may end up being very few alterations.=20
