This is a terrific list. I found some other open access film journals
that folks might want to add:

An academic journal specializing in contemporary Russian cinema. Edited
by many of the best scholars in this field.

Edited by the noted film scholar Adrian Martin from Australia.

Midnight Eye
Focuses on Japanese cinema and anime. You could debate whether this is
really an "academic" journal, but it still has some useful information
in it.
