[Videolib] PPR for out-of-print PBS video

PBS Video customer service tells me they won't sell PPR for out-of-print videos,
i.e. PPR is only sold with copies of their videos.

Are there any other
vendors that could sell PPR for out-of-print PBS videos?

My public library
would like to screen "American Experience: Andrew Carnegie" for free viewing
by the public as a part of an educational program. This would not be classroom
use.
