I received a response
about PPR for Spike Lee's When the Levees Broke. The full documentary on DVD
is available for free from Teachers College at Columbia College as part of
their "Teaching the Levees" curriculum:

The project manager at Teachers College, Maureen Grolnick, says HBO has
agreed to allow public libraries, as well as other community and education
groups, to show When the Levees Broke to the public, as long as it is shown
as a part of the Teaching the Levees curriculum, which should be available
in late summer 2007.
Maureen says permission for any other uses or screenings
not related to the curriculum should be requested directly from HBO.
