I got the following reply from the BBC America Shop when I was searching for this title:

Jeanne,

Thank you for your interest in the Shop. Unfortunately The City That Waits
to Die is not currently available or planned for release in the U.S. and
Canada. However, we use requests like yours to help us plan future
releases.
