I think the major one is the Berne Convention, but there are others that
may be relevant for some countries.=20

Thanks for the responses. Another little mystery solved. Anybody know
what treaty or agreement spells this out?

No, you're governed by the copyright regime in the country of use, not
the country of origin. In Canada, we purchase a lot of product from the
USA and must always negotiate the performance rights which are required
for our classrooms, altho they are not required down there. We sometimes
have to explain to smaller distributors why we need their permission,
etc. [And they aren't all as open-minded as Jessica R!]=20
Only a purchase agreement overriding your copyright rights should
prevent you from using an international video as you normally would a
domestic video.=20

VIDEOLIB is intended to encourage the broad and lively discussion of issues relating to the selection, evaluation, acquisition, bibliographic control, preservation, and use of current and evolving video formats in libraries and related institutions. It is hoped that the list will serve as an effective working tool for video librarians, as well as a channel of communication between libraries, educational institutions, and video producers and distributors.
