"Our Library Board decided that our library would not purchase UNRATED DVDs.
We do purchase NONRATED DVDs, though, which include most of the foreign
films we purchase."

Is there any difference between "UNRATED DVDs" and "NONRATED DVDs" other
than programs that originated somewhere other than the United States? What
about DVDs of English, Canadian, or Australian television series that were
never submitted for MPAA ratings?

Our Library Board decided that our library would not purchase UNRATED
DVDs. We do purchase NONRATED
DVDs, though, which include most of the foreign films we purchase.
