You've done a valiant search!
Additional suggestions:
(1) Did you speak personally with anyone at Arab Film Distribution, ie, not
just checking their catalog?
(2) Contact folks at: www.arteeast.org (NYC based non-profit that brings
films from the ME)
(3) Put this question out on an academic listserve for people who are
specialists in the Middle East, Egypt, Egyptian cinema. Perhaps get leads through the
Middle East Studies Association.
(4) Contact Viola Shafik, author of Arab Cinema, and professor at American
University of Cairo.
Let me know if you find the films!

VIDEOLIB is intended to encourage the broad and lively discussion of issues relating to the selection, evaluation, acquisition, bibliographic control, preservation, and use of current and evolving video formats in libraries and related institutions. It is hoped that the list will serve as an effective working tool for video librarians, as well as a channel of communication between libraries, educational institutions, and video producers and distributors.

Since you want the films for a film festival, I would suggest contacting
whoever is the cultural affairs officer or cultural attaché of the Embasse
of Egypt in Washington, D.C. -- if they are good at their job (and I don't
know them), they could be helpful.
Alternatively, the Cultural Development Fund in Cairo - Adam Mekiwi --
cdf@cdf-eg.org might be able to track down who the producer or rights owner
is/are --
best,
