The reason some small press publishers worry about having a consistent
prefix for their ISBNs is that if one knows how to read an ISBN, one can
deduce how many ISBNs were in the block that the publisher ordered and
thereby deduce what comes from a small press and what comes from a major
publisher. This worry stems from the small press owners' and
self-publishers' often repeated fear that librarians and other consumers
actively seek to avoid doing business with small publishers. We have found
this fear to be unfounded when speaking of books, videos, or anything else,
but this is a regularly expressed concern on small press email discussion
forums.
