I totally agree with Gary on this one.

From a Library's perspective, our budget is only going to go so far. If
it comes to choosing between licensing a title for a limited amount of
time so a professor can view it in a different way, or using our dollars
to purchase more titles that we own the rights for in perpetuity, we
will more often than not, chose to purchase more titles. The format it
is viewed in should not be compared to a database. If we 'buy' a title,
we want to buy a title, not lease it's use.
