I believe Facets has had this title available on VHS for many years now
(if it is the same film I am thinking of. The one by Pintilie.

My usual caveat on these things is that 90% or more of films made
Over seas NEVER get US distribution and for those that do most contracts
for 5 or 7 years and are often not renewed. It is certainly possible to
track these films down to their overseas owner but it time consuming and
many cased expensive ( and some owners will not license their films for
US showing)
