[Videolib] DVD circulations before considering replacement/Charge to

Since we are on the topic, does anyone have experience with Disc Go
Technologies, a Canadian company that sells machines for DVD repair?

IMO, the patron should only be charged for damage that was caused by
negligence on their part, and you can be reasonably certain it was
them. Charging because they simply happened to be the last person to
use it before it stopped working doesn't seem fair, as it would be
luck of the draw.

We would certainly charge if they broke the disc, but for normal
scratches that show up, we don't as it could have easily just been
scratch build up (and not noticed), and it just falls under normal
repair/replace costs (as it is true for books as well whose spines
fall apart over time, at least for us).
