[Videolib] New Release Criteria

Can anyone recommend/share criteria used in public libraries to purchase
new releases on DVD? We're trying to determine ways to distinguish fun,
entertainment-fare from the more critically acclaimed titles. Does anyone
have a definition for this "lighter", yet very popular, material that they
use for collection development purposes?
