Well I am not sure if you mean strictly educational films or
feature films as well but in any event rights do have
to be negotiated separately and you also need to know what
formats would be required ( Beta, DVD etc). For feature
films broadcast rights are a whole different issue. I sort of
doubt you want to go dealing with Hollywood studios but
companies like Kino, New Yorker. Milestone , Zeitgeist etc
usually have broadcast rights on most of their films

I think you need to think about the type(s) of films you are
looking for, the length of time and number of shows you would want per
film
and the format. Costs can be all over the map but format is a
key component as if you need Beta format it will of course much
more.

The Director at my library has asked me to research if there are
any film series available to be broadcast on our city's cable TV
network, especially those that would enhance the library's mission
statement: "A literate populace and the freedom to read are essential to
democracy. The Virginia Beach Public Library provides free access to
accurate and current information and materials to all individuals and
promotes reading as a critical life skill."

I understand that broadcast rights are different from public
performance rights, but I do have questions about how to proceed.

Are broadcast rights negotiated individually? What kinds of
costs might we expect?

Are there programs available that are appropriate for a
municipal cable TV network? We are interested in a wide range of topics
from children's programming to family history.
