I do not think this is an unreasonable policy. If these patrons
subscribe to Netflix, the company sends each disc in a series
separately. Also, the video rental places near me, make you rent each
disc separately. I do not remember any of the Librarians saying that
their Library limited the patron to only checking out one item. So,
even if a set is in packaged separately, you could technically check
out the whole season.
