Strange as this sounds, dry erase markers will remove permanent marker from
many surfaces that are smooth. Just go over the permanent marker with a
covering motion ( as if you were blacking something out in a document) and
then erase. Usually works in one application.
I have NOT tried this on DVDs and would suggest a test first...but it works
on whiteboards and windows.
