The point was that, if I want to purchase, with my organization's
Purchase Order, I have to pay $399.00 instead $69.99, because the
company "CLAIMS" that my use "REQUIRES" PPR. I wasn't asking for the way
to beat their system, but was stating that they require us to pay for
PPR when it is not needed. They are using the PPR excuse to get more
$$$. I think it's a swarthy tactic.

I called PBS. The customer rep (who checked with her supervisor) said
public libraries can buy at retail as long as use is restricted to
private home viewing, no educational use. There's no way we can
guarantee that, of course, nor do we need to since as noted on the list
many times before classroom use of non-PPR titles is perfectly legit.
The upshot for public libraries is that this series, likely to be of
interest to many patrons, is available at an affordable price.
