I have seen several public libraries charge for books. They call them
rental books and you pay per day for the book. These are usually
heavily in demand materials, e.g. the hottest bestsellers. The library
usually do this to encourage a quick turnover of the book instead of
the usual 10 days. People who can not wait and do not want to buy are
the customers for this service. After awhile, they take it out of the
rental category and make it a regular book.
