[Videolib] putting films on Blackboard

Hi Diane,
I just did a brief presentation for our faculty who use WebCT as
their course management system. The previous discussions on VideoLib of
the TEACH Act and my own reading would indicate that the entire film,
particularly for the duration of the semester, would be not be
appropriate. So, I have discouraged this practice.
Hopefully our more expert participants will weigh in on this one! I
could use some additional backing for my stance!
