[Videolib] Interlibrary Loan of video

Hi there:
We are looking at Interlibrary Loan policies
for academic libraries and wondering if there
is a common policy for lending film and video.

I know there is the common policy that libraries who
lend video, can also borrow.

But this isn't ironclad.
For instance, California Newsreel disallows
ILL, but does include PPR with their
videos purchased at the institutional rate.
I'm not sure about other vendors.

Any thoughts?
