As a cataloguer, I can understand your frustration. I think your
best hope is to use the argument that your catalog is not user-friendly
for your patrons. Making a catalog user-friendly and following
cataloging rules should not be mutually exclusive. Personally, I see
nothing wrong with using the English language title as the main entry,
and the foreign language title as an alternate. Both titles would be
accessible in your catalog, and the rules of cataloging do allow for
"local rules" when they seem necessary.
