Gary,

i'm in grad school for film/video now at Columbia
College Chicago. i've used Premiere (have it at home)
and FCP (school) and Avid (school and home). FCP and
Avid are both equal in functionality, though FCP is
more user-friendly from the get-go. Avid has a more
stable history and is great once you learn the
shortcuts. as far as i know, FCP only runs on Mac.
Avid runs on both. Avid runs best on XP though (the
latest versions (XPress DV & XPress Pro) demand it).

I'm thinking you've outgrown Premiere? If so, Avid or
FCP are probably your best choices. Both have
educational discounts to students/faculty through
various programs (Studica.com, Apple, etc) and at
least Avid can be had for around $400.
