[Videolib] Converting VHS into DVD-

One of my client libraries would like to convert a local history VHS (no copyrighted material involved) into a more updated format to further preserve the information. Do any of you folks have any advice on: 1) a reputable professional service that will do this for them (we are in Texas if that makes any difference) and 2) which format DVD/CD-Rom etc would be best for them to convert into. I have already warned about the fragility of DVD.
I have not trod the multiple format road myself and don't have much experience with this.
