Dear Blaine,
this title seems to be still available from OPEN UNIVERSITY in the UK:

Open University Worldwide
Walton Hall, Milton Keynes MK7 6AA,
Tel: 01908 858785,
Fax: 01908 858787,

You should ask for an NTSC version. Otherwise it will be PAL which you
need a multinorm player for.

The original radio broadcast by Welles and his Mercury Theatre group
enacted on 30 October 1938 and transmitted live at 8pm standard time
throughout the USA on the CBS radio network is included in a special
edition DVD "Citizen Kane" which contains Welles' original radio
broadcast in its entirety.
published in the UK (Universal Video, region code 0 but PAL! - you need
a multinorm DVD-player! - this special edition is different from the US
Restoration by Ken Barnes:

with kind regards
Peter Delin/Videolektorat
Zentral- und Landesbibliothek Berlin
