[Videolib] Rights to Audio works

Hi gang,

I know this isn't video, but it's about rights and usage in an Educational
setting. Specifically, I am assuming that this is for a derivative work. A
school wishes to use two songs within an educational "staff development"
training video that they will not be selling. They will, however, share
this work with a number of other schools and school district personnel. I
believe the music will be the background and not the focus of the training.

The titles involved are:
The Mission Impossible Theme
We Are the Champions by Queen

I need some input from the collective guru. How should the school proceed?
Do they need to contact somebody? Could this be a fair use? Coulda, woulda,
