Do libraries pay to use the Dewey Decimal System?

This got me curious, so I asked our Tech Services head. She said that when
you buy a copy of the DDC, you are buying a "license" to use the system.
This is OCLC's description, I believe. Seems as if this hotel just needs to
buy a set of Dewey and it could number away as it pleases.
