It's a different EL SUR. From Film Humanities website:

The SOLANAS "Sur" takes place in Buenos Aires and deals with memories of
prison and the military dictatorship.

It's not possible to tell much what the Films for H title is - except a TV
production. There is also EL SUR (not available) by the great Victor Erice,
a feature from 1982....
