I went to the ALA sight on this and read it rather quickly
but two things were clear. First it is referring to DISTANCE education
therefor the digitizing to be done is for the purpose of DISTANCE education
not regular classroom use, so academics CAN NOT digitize films just because
they find it better quality or easier to use and YOU CAN ONLY DIGITIZE A
PORTION of the work. Frankly you have to go to some other section to go over
what portion is allowable but EITHER of these restrictions, let alone both
make it clear that you can't digitize a feature film per a professors
request.

Anyone else is free to run though this and see what they think
