We, too have an on-campus television system, and I went thru a long list of vendors and their publications to find out which ones included closed-circuit rights with the PPR. It's an amazing mix of 'sure, no problem', 'that's an extra fee', 'only on these titles', and so on. You can always call vendors before showing an item, and as I said before, some include it as part of their standard license agreement. This only refers to educational titles purchased with PPR, not feature films of any kind.
Hope this helps,
Val
