[Videolib] re: DVDs returned without cases

Items stay checked out with fines accruing until all components are
returned.
If the item was dropped-off, we call and/or write to the person to let
them know we need the case, etc. returned.
Otherwise they are asked to return everything and then we'll check it in.
If it is not returned within a month, their account is charged full
price for a replacement.
If paid, they may have the caseless DVD.
Sounds harsh, yes. But it works.
Of course, some replacement charges have been waived for extenuating
circumstances.
