[Videolib] DVDs returned without cases

Hello Video folks:

First of all, thank you to all who responded about aspect ratios. It's
certainly clearer now and will help with ordering. Now, sigh, I have
another issue.

Lately, our patrons seem to be returning DVDs to us without cases. Our cases
have the circulating barcodes on them, plus all of the library information
and the regular stuff like the sheet with the scene selection list. Has
anyone else had this experience, and what have you done? We're not sure
whether we should charge, and if so, how much?
