It sounds like your question is regarding faculty who want to place
"personal" (not library-owned) copies of media on reserve. Generally, I
think most Media Centers will only allow "original" (no copies of
commercially purchased media) and/or videos recorded "off-air" to be placed
on reserve. I would suggest you only allow the item to be on reserve for
one quarter/semester, so that you don't become a permanent reserve
repository for faculty tapes and other media. If they are placing an
"off-air" tape on reserve, then technically you'd have to limit the reserve
period to 45 days in order to stay in compliance with the Kastenmeier
