I'm not attempting to speak on behalf of distributors or copyright holders,
but it has been my impression that many distribution agreements between
copyright holders and distributors of educational video up until recently
did not address digital licensing, either for MPEG/DVD/VCD and streaming or
on-demand delivery over networks.
The "digital issue" thus might have been an impetus for re-opening contracts
and thus just maybe $ changed hands in some cases.
I'm just speculating. :-)
