What we have done in the past is decide on a case by case basis if the patron can check the video out. We usually did grant permission but we do not get many requests when we tell the patron that we need to get special permission for them to have the video. Often the patron is a teacher, here in the evening, who wants the video for tomorrow and, of course, no one is here to grant permission.
