Ms. Donna Morgan
McDowell County Public Library
90 Howard St.
Welch, WV 24801

Dear Ms. Morgan,

On behalf of the Ohio Valley Environmental Coalition, and our
co-sponsors for the Flooded Out Film Festival, Coal River Mountain
Watch, West Virginia Highlands Conservancy, Citizens’ Coal Council,
West Virginia State College Capitol Center Theater, Appalshop, Ray
Schmitt, Bullfrog Films, Two Boots Pioneer Theater and Graffiti
Magazine, I am pleased to present the McDowell County Public Library
with the enclosed check for $500 to be used in re-stocking books and
videotapes at the Welch facility.

As you are probably aware, the inspiration for the Flooded Out Film
Festival was Steve Fesenmaier and he has been a strong proponent of your
library. The above environmental and citizens’ groups are deeply
concerned about the situation in McDowell County and we hope that this
small donation will be of some help.

As you may have heard, the Flooded Out Film Festival was quite
successful – over 150 people attended and were educated about the severe
flooding in southern West Virginia. Hopefully this raised level of
awareness will translate to action in reducing the surface disturbances
to the land of McDowell County and other southern west Virginia counties
which seem to increase the amount of runoff and debris.

Our thoughts and prayers are with you and the people of Welch.

Sincerely,

David Cooper
